Yes you do need to get a permit through City Hall to photograph on the beach in Laguna. Your photographer should be able to secure the permit prior to the session. Keep in mind that there is a $100 fee for a beach permit and they are limited by tide and other photographic activities. Golden hour is the very best time to photograph on the beach. One hour before sunset or one hour after sunrise for optimal lighting!
Should my photographer a lighting equipment when shooting on the Beach in Laguna?
Absolutely! It is very difficult to get a perfect exposure of the ocean, and the perfect exposure of a subject at the same time. If the family being photographed is turned toward the sun, they will have a hard time opening their eyes. If they are backlit, their faces will be dark so a reflector or a light is essential for a perfect image.
